
In October 2007 David R. Herndon was elected Chief Judge, United States District Judge, Southern District of Illinois, he graduated from Southern Illinois University School of Law in 1977. His trial practice spanned fourteen years between two firms, the St. Louis firm of Haley, Fredrickson, Walsh and Herndon and the Wood River, Illinois firm, of Lakin and Herndon, and consisted primarily of the representation of FELA plaintiffs. In 1991, he was appointed to the position of Associate Judge in Madison County, Illinois, where he remained until appointed to the federal bench by President Clinton in 1998. He is a member of the American Bar Association, serving on the Executive Committee of the Federal Trial Judges Division, the Illinois State Bar Association, the Missouri Bar Association, the Madison Bar Association, the Alton-Wood River-Jerseyville Bar Association and the Bar Association of Metropolitan St. Louis.

Early voting will be conducted at the following temporary polling place: 8740 State Street, Suite 200, East St. Louis, IL only from March 26, 2007 through April 12, 2007.

The first day of grace period registration or change of address in the office of the election authority will be from March 21, 2007 through April 3, 2007 only at 8740 State Street, Suite 200, East St. Louis, IL.
This period of registration allows those individuals who failed to register or change their address by March 20, 2007.

November 13, 2007 Last day for an individual, who has filed during the Oct. 29 through Nov. 5, 2007 filing period for two (2) or more incompatible offices, to withdraw from all but one (1) of the offices (with the State Board of Elections or with whichever election authority the nomination papers were originally filed).

December 27, 2007 First day for any registered voter presently within the confines of the United States, who expects to be absent from his/her county of residence on election day, to make application by mail or in person to the election authority for an official ballot.
January 7, 2008 Last day for citizens of the United States temporarily residing outside the United States, who are not registered but otherwise qualified to vote and who expect to be absent from their county of residence on election day, to make a simultaneous application to the election authority having jurisdiction over their precinct of residence for absentee registration and an absentee ballot.
January 7, 2008 First day for election authority to publish the location of each permanent and temporary site for early voting.
January 7, 2008 First day for the election authority to send an official ballot for Federal offices only, upon receipt of either an application for absentee registration or an application for absentee ballot, to citizens of the United States who are temporarily residing outside the territorial limits of the United States.

NOTE: Such application may be made only on the official Federal postcard and no registration shall be required.
January 28, 2008 Last day for any voter, who is a member of the United States Service and his/her spouse and dependents of voting age who expect to be absent from the county of residence on election day, to make application (may make application via facsimile machine or other method of electronic transmission) for an official ballot to the election authority having jurisdiction over their precinct of residence and the last day for the election authority to mail such ballots.
NOTE: No registration shall be required in order to vote, pursuant to this section.

January 30, 2008 DISTRIBUTION OF SPECIMEN BALLOTS AND POLLWATCHER CREDENTIALS.
January 31, 2008 First day that a qualified voter, who has been admitted to a hospital, nursing home or rehabilitation center not more than five (5) days before an election, shall be entitled to personal delivery of an absentee ballot by making application with the election authority.
January 31, 2008 Last day for election authority to receive applications for absentee voting by mail.
