Mail information and applications from the internet require the following in order to be eligible to vote.

The following identification is necessary to vote at the November 4, 2008 election.

Identification must accompany the application or it must be submitted by mail or in person to the Election Board at 8740 State Street, Suite 200, East St. Louis, Illinois 62203.

In addition to your signature, please print your name and include the following:

Chief Judge of the United States District Court
Southern District of Illinois, East St. Louis, Illinois

In October 2007 David R. Herndon was elected Chief Judge, United States District Judge, Southern District of Illinois, he graduated from Southern Illinois University School of Law in 1977. His trial practice spanned fourteen years between two firms, the St. Louis firm of Haley, Fredrickson, Walsh and Herndon and the Wood River, Illinois firm, of Lakin and Herndon, and consisted primarily of the representation of FELA plaintiffs. In 1991, he was appointed to the position of Associate Judge in Madison County, Illinois, where he remained until appointed to the federal bench by President Clinton in 1998. He is a member of the American Bar Association, serving on the Executive Committee of the Federal Trial Judges Division, the Illinois State Bar Association, the Missouri Bar Association, the Madison Bar Association, the Alton-Wood River-Jerseyville Bar Association and the Bar Association of Metropolitan St. Louis.

Early voting will be conducted at the following temporary polling place: 8740 State Street, Suite 200, East St. Louis, IL only from March 26, 2007 through April 12, 2007.

Inquiries may be made to the East St. Louis Board of Election Commissioners by phoning (618) 398-3778.

Note: The election authority must verify the applicant's identity by the applicant's presentation of an Illinois driver's license, a Secretary of State or another government issued identification document, containing the applicant's photograph.

The first day of grace period registration or change of address in the office of the election authority will be from March 21, 2007 through April 3, 2007 only at 8740 State Street, Suite 200, East St. Louis, IL.

This period of registration allows those individuals who failed to register or change their address by March 20, 2007.

October 29, 2007                    First day for candidates of established political parties to file original nomination papers (must contain original sheets signed by voters and circulators) in the office of the county clerk for county offices and precinct committeemen.  First day for independent candidates to file for county offices with the county clerk.

 

November 5, 2007                  Last day for candidates of established political parties to file original nomination papers (must contain original sheets signed by voters and circulators) in the office of the county clerk for county offices and precinct committeemen.  Last day for independent candidates to file for county offices with the county clerk.

 

November 13, 2007                Last day for an individual, who has filed during the Oct. 29 through Nov. 5, 2007 filing period for two (2) or more incompatible offices, to withdraw from all but one (1) of the offices (with the State Board of Elections or with whichever election authority the nomination papers were originally filed).

 

November 16, 2007                Last day for filing objections to the nomination papers of candidates for the office of precinct committeemen in the office of the county clerk where the nomination papers were originally filed.

 

November 19, 2007                Last day for filing petitions (must contain original sheets signed by voters and circulators) for referenda for the submission of questions of public policy (local).

 

November 28, 2007                Last day to file objections to petitions for the submission of questions of public policy.

 

December 12, 2007                Last day for the county clerk to certify to the board of election commissioners the names of candidates to be voted for in its jurisdiction.

 

December 12, 2007                Last day for candidates of established political parties to file withdrawal of nomination papers in the office of the county clerk.

 

December 24, 2007                Last day for the election authority to have in his office a sufficient number of ballots printed and available for mailing to persons in the United States Service or their spouse and dependents, citizens temporarily residing outside the territorial limits of the United States and nonresident civilians.

 

December 27, 2007                First day for any registered voter presently within the confines of the United States, who expects to be absent from his/her county of residence on election day, to make application by mail or in person to the election authority for an official ballot.

 

January 7, 2008                      Last day for citizens of the United States temporarily residing outside the United States, who are not registered but otherwise qualified to vote and who expect to be absent from their county of residence on election day, to make a simultaneous application to the election authority having jurisdiction over their precinct of residence for absentee registration and an absentee ballot.

 

January 7, 2008                      First day for election authority to publish the location of each permanent and temporary site for early voting.

 

January 7, 2008                      First day for the election authority to send an official ballot for Federal offices only, upon receipt of either an application for absentee registration or an application for absentee ballot, to citizens of the United States who are temporarily residing outside the territorial limits of the United States.

 

January 8, 2008                      Last day for registration of voters by deputy registrars and precinct committeemen.

 

January 8, 2008                      Last day for registration or transfer of registration in the office of the board of election commissioners. (EXCEPTION:  grace period registration and transfer of registration.)  OFFICE WILL BE OPEN UNTIL 7:00 P.M., ONLY.

 

January 9, 2008                      Last day for deputy registrars, who are officials or members of a bona fide labor organization or social civic organization, to return unused registration materials to the election authority.

 

January 9, 2008                      First day for election authority to post schedule for early voting at each location where early voting will be conducted. 

 

January 9, 2008                      First day for grace period registration or change of address in the office of the election authority.

 

January 9, 2008                      First day for grace period voting at the office of the election authority.

 

January 14, 2008                    First day for early voting at the office of the election authority.

 

January 18, 2008                    DISTRIBUTION OF UPDATED PRECINCT LISTS.

 

January 22, 2008                    Last day for grace period registration or change of address in the office of the election authority.

 

January 22, 2008                    Last day for grace period voting at the office of the election authority.

 

January 26, 2008                    JUDGES OF ELECTION TRAINING CLASS.

 

January 28, 2008                    Last day for any nonresident civilian, otherwise qualified to vote, to make application to the election authority having jurisdiction over his precinct of former residence for an absentee ballot containing Federal offices only, and the last day for election authority to mail such ballot.

 

NOTE:  Such application may be made only on the official Federal postcard and no registration shall be required.

 

January 28, 2008                    Last day for any voter, who is a member of the United States Service and his/her spouse and dependents of voting age who expect to be absent from the county of residence on election day, to make application (may make application via facsimile machine or other method of electronic transmission) for an official ballot to the election authority having jurisdiction over their precinct of residence and the last day for the election authority to mail such ballots.

 

NOTE:  No registration shall be required in order to vote, pursuant to this section.

 

January 28, 2008                    Last day for the election authority to send an official ballot for Federal offices only, upon receipt of either an application for absentee registration or an application for absentee ballot, to citizens of the United States who are temporarily residing outside the territorial limits of the United States.

 

NOTE:   Registration is not required in order to vote the ballot containing the Federal offices only.

 

January 29, 2008                    Last day (by 5:00 p.m.) a person may file a notarized Declaration of Intent to be a write-in candidate with the appropriate county clerk and or board of election commissioners.  Write-ins shall be counted only for persons who have filed the Declaration of Intent.

 

January 30, 2008                    DISTRIBUTION OF SPECIMEN BALLOTS AND POLLWATCHER CREDENTIALS.

 

January 31, 2008                    First day that a qualified voter, who has been admitted to a hospital, nursing home or rehabilitation center not more than five (5) days before an election, shall be entitled to personal delivery of an absentee ballot by making application with the election authority.

 

January 31, 2008                    Last day for election authority to receive applications for absentee voting by mail.

 

MOST FIRST TIME VOTERS WHO REGISTER BY MAIL MUST VOTE IN PERSON, EITHER IN PERSON ABSENTEE (AT THE OFFICE OF THE ELECTION AUTHORITY), AS A HOSPITALIZED OR NURSING HOME VOTER, OR AT THE PRECINCT POLLING PLACE.

 

January 31, 2008                    Last day for early voting at the office of the election authority.

 

February 2, 2008                    EXTENDED ABSENTEE VOTING 9:00 A.M. TO 12:00 NOON.

 

February 4, 2008                    Last day for election authority to accept absentee voting in person.

 

February 7, 2008                    First day for accepting new registrations and transfers after the February 5, 2008 general primary election.

 

February 7, 2008                    Last day a provisional voter may submit additional information to the county clerk or board of election commissioners to verify or support his/her registration status.  Material must be received by this date.
